In Hebrews, it was emphasized to Jewish converts that Jesus took human form to know what humans go through; their fears and temptations. Jesus faced temptation (Matthew 4:1 "Then Jesus was led by the Spirit into the wilderness to be tempted by the devil.") and even fear (Matthew 26:39 "And going a little further he fell on his face and prayed, saying 'My Father, if it be possible, let this cup pass from me: nevertheless, not as I will, but as you will.'") so from these experiences he is able to judge us as we are exposed to temptation and fear.
