I know of no place in the Bible where a Disciple said, "I forgive your sins." It seems clear to me that Jesus gave them the power to forgive but in his name. John 20:23 states, "If you forgive anyone's sins, their sins are forgiven..." Forgiven is perfect tense, ie it happened already; it happened when they believed.
Mark 16:17 states, "These signs will accompany those who have believed: in My name they will cast out demons, they will speak with new tongues." Notice its says, In My name. Even before the resurrection when Jesus sent out the 70, Luke 10:17 states, "The seventy returned with joy, saying, “Lord, even the demons are subject to us in Your name.”
We have this power too; all we need do is tell people that if they believe, their sins are forgiven.
