While Romans was written to the Church in Rome, which was composed largely of Gentiles, the Jews must have made up a substantial minority as can be verified in Romans 4:1 "What then shall we say that Abraham, our forefather according to the flesh, discovered in this matter?" Of special interest is Romans 3:8 wherein Paul rebukes those who might say "...Let us do evil that good may result." While those who might have said it were perhaps sarcastically suggesting that if a person does evil it shows how good God is in contrast but we observe that there are those who actually believe that they can do evil if it ultimately results in good as Machiavelli is supposed to have observed "the ends justifies the means."
